Westport is the State Government’s long-term program to investigate, plan and build a future port in Kwinana with integrated road and rail transport networks. The Westport program has largely completed Stage 3 (work to deliver a business case) and is currently planning the transition into Stage 4, Definition and Delivery which is expected to last from 2024 to 2038 (pending approvals).

As Westport transitions from Stage 3 to Stage 4 (Definition and Delivery), the objective is to:

• maintain momentum while the new transitional arrangements are established;
• translate key lessons learned from concurrent / recent infrastructure projects, with a focus on procurement and contract establishments; and
• further develop strategic relationships within Transport Portfolio, Port and supply chain sector and broader industry.

The purpose of the Services is for the Contractor to provide specialist advice (as required) to assist Westport to transition into the Stage 4 program of definition and design, with a specific focus on supporting the Westport Office (WPO) with risk mitigation of activities.
