The Victorian Government is establishing 50 government-owned and operated Early Learning and Childcare Centres (ELCCs), located in Victorian communities of the greatest need. These centres will offer childcare, Three and Four-Year-Old Kindergarten and, where applicable, Pre-Prep. Early Learning Victoria (ELV) is the Victorian Government organisation that will establish and operate these services providing high-quality early childhood education and care that is child-centred, focused on learning through play, with strong connections to nature and local communities. Quality early childhood education and care makes a significant difference to outcomes for children and families.

The Department of Education aims to establish a panel of agencies to provide relief staff to support ELCCs in ensuring that each centre is staffed to meet regulatory requirements. The panel will enable centres to cover employee absences and/or to provide temporary cover for vacant positions.

The following staff roles may be required by ELCCs:

• Educator
• Room leader
• Leadership (Centre Director, Assistant Director, Educational Leader)
• Early Childhood Teacher (ECT)
• Cook
• Centre administrator
