Introduction
Melton City Council ("Council") invites firms to submit a Tender for providing comprehensive support in tenant sourcing and identification for future leasing. The selected agent will act on the Council’s behalf, identifying potential commercial, community and non-for-profit tenants which would be interested in occupying space in Councils new Cobblebank Community Services Hub building or the Plumpton Aquatic leisure centre.
Background
Location background: Council is currently underway in pre-development of a future Cobblebank Community Services Hub building, supporting 6-floors (including basement carparking). The building will service as a commercial and community service site for the Atherstone area. Councils’ prime objective is to ensure maximum return on investment through sourcing and identifying high-value, long term tenants. The location offers approximately 5,500-7,000 Net Lettable Area (NLA), providing a warm shell for tenants to customise accordingly. Additionally, Council is developing a multipurpose aquatic centre, which offers up to approximately 2,000 NLA of commercial space.
Requirements: Council is seeking an agentto act on Council’s behalf to identify, source and screen potential tenants across commercial, community and non-for-profits areas. Council also requires the development of marketing promotional guides and materials, building strong engagement and presenting interested parties to Council for leasing discussions.
The tender has two response options: Option 1 or Option 2. Option 1 is the sourcing and identification of suitable Tenants. Option 2 is the tasks identified in Option 1, plus signing of tenants using Council’s Heads of Agreement (HoA) and a Leasing and Licence contract.
Note, to perform the role in Option 2 tenderers must be a licenced Real Estate Agency.
Council identified interested tenants: Following an internal Expression of Interest conducted April 2023, Council has identified seventeen potential tenants responding positively with interest in leasing the Cobblebank Community Service Hub building.
Council is looking to expand on this list, ensuring the agent identifies and engages with interested and high valued organisations to further expand the list. The successful agent will be provided a list of these potent tenants.
Scope
The request for quote provides two options detailed in the specification, option 1 is a mandatory requirement for submission and option 2 is optional should agents wish to complete.
