Tender Description
Scope of Work
The Works include:
(a) The provision of all labour, plant, equipment, materials and consumables and all things necessary to perform and successfully complete the Work as described in the Contract documents.
(b) all the infrastructure and associated infrastructure, items and configurations, including any permanent and temporary infrastructure, that is necessary to construct the works in accordance with the verified design documentation, including the infrastructure, items and configurations associated with Third Party Works and Temporary Works, excluding ARTC supplied materials identified in Appendix C.
(c) all other infrastructure, items and measures identified in the verified design documentation, which are on or in the Site, excluding those associated with Third Party Works and Temporary Works.
(d) The Contractor must undertake the Contractor's Activities in accordance with the requirements of the contract, including this Works Description, and the Environmental Documents.
(e) The Contractor must implement a totally integrated approach to the management of the Contractor’s Activities using effective and robust systems which accommodate and address performance, safety, stakeholder, community, sustainability and environmental requirements.
(f) In particular, the Contractor must:
(g) satisfy the technical and procedural requirements of ARTC with respect to investigation, design, construction, commissioning and handover of the Project Works.
(h) provide for operation of the Works which is coordinated with and complementary to the operation of the Main South Line.
(i) apply whole of life considerations and accommodate maintenance activities in the design and construction of the Project Works.
(j) develop, implement and maintain workplace initiatives during the performance of the Contractor’s Activities including workplace relations and training.
(k) establish and maintain a positive relationship with ARTC, Authorities, Other Contractors, stakeholders and the community.
(l) ensure that its planning and programming is comprehensive and provides for the concurrent delivery of the performance and environmental requirements of the contract.
(m) ensure that risks are managed throughout the performance of the Contractor’s Activities.
(n) proactively liaise with and satisfy the requirements of all relevant Authorities.
(o) diligently address safety, function, durability, environmental management, sustainability and reliability in all aspects of the Project Works, the Temporary Works and the Contractor’s Activities.
(p) preserve and protect existing infrastructure including railways, structures, public transport facilities, cycle ways, footpaths, Utility Services, roads, buildings, except for the existing infrastructure that is required to be demolished.
(q) ensure a high standard of environmental, sustainability, community, safety and quality performance in the delivery of the Contractor’s Activities by developing and implementing effective management plans and providing effective leadership to develop and maintain the culture and values that are consistent with this performance objective.
(r) ensure that the Contractor’s Activities are carried out by personnel that have the necessary qualifications, knowledge and skills to competently perform the Contractor’s Activities.
(s) maintain access to the rail corridor for ARTC and prevent disruption, interference or impact on the operations of the ARTC rail network. and
(t) minimise disruption and inconvenience to the any person and business that is affected by the Project Works, the Temporary Works or Contractor’s Activities.
Works Included
Without in any way limiting the Contractor’s obligations under the contract, the Contractor's Activities include all tasks and things necessary to:
(a) supply, manufacture, construct, test and commission the Project Works and Temporary Works.
(b) preserve and protect all existing infrastructure including railways, structures, facilities, cycle ways, footpaths, Utility Services, roads, buildings and improvements, that are affected by the Contractor’s Activities, except for the existing infrastructure within the Site and Additional Project Land that is required to be demolished.
(c) demolish existing infrastructure and improvements that are required to be demolished.
(d) connect, modify, make arrangements, and undertake improvements necessary to link the Works to the existing network and to ensure the continuous functioning of the existing network during and after completion of the Project Works.
(e) handover the Project Works to ARTC, or their respective owners, by the Date for Completion in the condition required by the contract, including the Works Description and correct all Defects during the Defects Correction Period.
(f) prepare all Programs.
(g) provide quality assurance of the Contractor's Activities.
(h) enable the Verifiers, ARTC Staff, and the Environmental Representative to perform their functions.
(i) develop, implement and maintain the Quality Management Plan including training, monitoring and reporting in accordance with the Contractor’s Quality Management System.
(j) develop, implement and maintain the Project Environmental Management Plan including environmental training, monitoring and reporting in accordance with the Contractor’s Environmental Management System.
(k) develop, implement and maintain the Safety Management Plan in accordance with the Contractor’s Safety Management System and Rail Safety National Law.
(l) develop, implement and maintain a Project WHS Management Plan in accordance with the Contractor’s WHS Management System and WHS Legislation.
(m) develop, implement and maintain a competency management system.
(n) mitigate environmental impacts during the construction of the Project Works and the Temporary Works.
(o) develop and implement sustainability strategies and initiatives for the Contractor’s Activities and the Project Works and the Temporary Works.
(p) implement all necessary rail and track access management methods to maintain access to the rail corridor for ARTC and prevent disruption, interference or impact on the operations of the ARTC rail network.
(q) minimise disruption and delay to any person affected by the Project Works and the Temporary Works or the Contractor’s Activities and maintain the functionality of Local Areas.
(r) implement all necessary traffic and transport management methods to effectively manage traffic and transport affected by the construction of the Project Works and the Temporary Works.
(s) develop, implement and maintain the Project Plans in accordance with the contract.
(t) maintain and repair the Works until the Date of Completion of the last Stage to achieve Completion.
(u) maintain and repair the Third Party Works until handover to their respective owners.
(v) maintain and repair the Temporary Works.
(w) prepare and provide all documentation and reports required by the contract.
