Eastern Melbourne Primary Health Network (EMPHN) invites Responses for the provision of a consulting partnership for a unified program approach in accordance with the requirements of this Request for Proposal (RFP).

Funding for PHN services is provided in a complex set of individual funding streams, all with their own objectives, requirements, specifications or other rules. It is common for PHNs to commission programs aligned with these funding streams. However, this creates a range of contract management and delivery complexities that may impede some health benefits and economies of scale that might be otherwise achieved. For example, providers cite small or overlapping contracts as being impediments to more flexible use of healthcare resources.

The problem EMPHN would like to solve, is how do we alter our approach to market in a way that reduces contracting and delivery complexity while optimising a place-based approach to commissioning? We believe that this is not only possible but will better serve the people of eastern Melbourne.

This RFP will require Respondents to lodge their responses via the online form.

Only Respondents who meet the due diligence and mandatory requirements set by EMPHN should submit the remaining component of the Proposal Response. Please ensure you read all parts of the RFP to understand the process for lodging a response.
