Lawson 2B1 and Pressure Reduction Valve Construction Services Consultancy Principal Authorised Delegate (PAD) under GC21 on Behalf of Suburban Land Agency
SCOPE OF SERVICE:
Project Inception
The successful Consultant will be required to organise a project inception workshop and partnering workshop with the design consultants, contractor and the Principal. This workshop will take place prior to construction commencement. The consultant is required to adopt and monitor team performance through partnering rating scores on a regular basis.
Prior to construction commencing, the Consultant will be required to prepare a Project Quality Plan, Risk Management Plan and an audit schedule for the project that will need to be updated regularly. The risk management plan is to be monitored as required and updated on a monthly basis.
Construction Supervision
The Consultant will provide Construction Services Engineering Consultancy for the construction of Lawson B1 and Pressure Reduction Valve project. Construction Services Engineering Consultancy includes but is not limited to:
• Review the tender report prepared by the design consultant and provide support where necessary
• Prior to the commencement of construction of each stage, the Consultant will be responsible to organise a Start-up Workshop and Partnering Workshop as per the requirements of GC21 General Conditions of Contract to meet the project objectives.
• Prior to the commencement of construction, the Consultant will be required to review and verify the Contractor’s dilapidation report for existing infrastructure.
• The Consultant is to obtain copies of the relevant design approvals from the Design Consultants and review design drawings and comment on documentation and constructability. (That included but not limited to addressing the RFIs wherever possible in consultation with the design consultant)
• Administration of the GC21 Civil and Landscape Works Contract including all preliminary assessment of claims and correspondence for review by the Principal Appointed Person (PAP). It is noted while not all functions under the contract are delegated to the PAD, the PAD will be responsible for preparation and preliminary assessment for sign off by the PAP.
• Provide site surveillance of the civil and landscape construction.
• Carry out the Survey and Geotechnical Engineering activities.
• Administer contract requirements and monitor all WHS compliance requirements (including compliance with the Work Health and Safety Act 2011 (ACT); Work Health and Safety Regulation 2011 (ACT); Approved Code of Practice and the Dangerous Substance Act 2004 (ACT)) so reasonable practical steps have been made to satisfy that they are met throughout the construction period. More details are provided in section 2.3.
• Review and monitor the Environmental Management Plan / Agreement (including, noise; dust; contaminated fill, sediment and erosion control; etc). The consultant must advise the Contractor of any observed non-compliance issues, for immediate rectification. The Consultant must also notify the Principal and relevant environmental agency (i.e. EPA) of any non- compliance issues.
• Regular monitoring of the sediment and erosion control measures. Conduct weekly environmental inspections and following each rain event on soil erosion and water quality.
• Set up response procedure and surveillance plan to improve environmental protection measures and review contractor’s CEMP and Erosion Sediment Control Plan. Monitor effectiveness of the environmental protection measures implemented by the Contractor in accordance with the Contract.
Carry out regular inspections of the works to ensure that environmental safeguards are being followed and identify where the implemented environmental measures are not meeting the EPA’s requirements and identify areas where improvement can be achieved.
• Temporary traffic management is to be monitored by the Consultant’s team (including, cyclist, pedestrian and equestrian traffic). The Consultant is to make sure that all relevant traffic approvals by the Contractor are current and up-to-date.
• Conduct fortnightly site meetings with the contractor and provide minutes of these meetings to all attendees and the Principal within five working days of the meeting. The PAD must be present at all site meetings, and will be required to chair the meetings.
• Conduct monthly meetings (Partnering Meetings) to evaluate and monitor the performance of theContract using the Performance Evaluation Record Forms under GC21 GCC.
• Preparing and submitting monthly reports to the Principal in line with the requirements in the Basic Brief and WHS reporting. The Contract Program update and an illustrated diagram showing the scheduled progress will be provided. Reports are to be submitted within five working days of the end of each calendar month.
• Preparing and submitting weekly reports to the Principal in relation to any contractual notifications, changes requests and/or any other requests received by the Contractor, which may have potential impact on the Contract Price and/or Completion of the Works.
• Maintaining a daily site diary noting weather conditions, site activities, plant and resources on site, any site instructions issued, any of the Contractor’s on-site requests or claims.
• Coordinate, cooperate and resolve any design changes with the design consultant – Egis, including management of RFI’s received from the contractor.
• Any design changes to the contour plan provided with the sales document are to be brought to the Principal’s Representative’s attention in a timely manner.
• Coordinate and cooperate with relevant authorities for the existing of gas, electricity, telecommunication and street lighting with the contractor and service authorities including relocations and Works as Executed (WAE) drawings and energising streetlights.
• Ensure any works being undertaken by a subcontractor nominated by the Consultant are coordinated with the Contractor, this includes arranging and chairing regular co-ordination meetings.
• Certification by a Chartered Engineer of the relevant discipline that all Works have been constructed in accordance with the approved construction drawings, specifications and relevant standards. More information about the certification required can be found in “Transport Canberra and City Services Reference Document 8 – Requirements for works as executed records version 3 revision 5”. AutoCAD base data will be provided to Construction Services Engineering Consultant.
• All reasonable and practical measures are taken to monitor the Contactor’s operation of an effective Project Quality System. This will include carrying out regular audits and additional audit testing as required.
• Works-as-Executed plans will be carried out by the design consultant or as determined by the Contractor. The Consultant is to coordinate the preparation of Works-as-Executed Plans.
• Gather Work-as-Executed information from the Contractor to enable preparation of Work-as- Executed plans and review of WAE information and drawings.
• Review annually the Contractor’s insurances to ensure all the insurances are up-to-date.
• Ensuring that all compliance and acceptance testing is completed, and results are acceptable, prior to hold points being released.
• Handover of all assets to SLA in accordance with relevant agencies specification requirement. These
Assets include:
o All Civil Assets
o All Landscaping Assets.
• A Registered Landscape Architect shall be engaged by the Consultant to administer and certify compliance of all aspects of the landscape infrastructure construction, consolidation and Final Acceptance, as required in the brief and Design Standards and Specifications for Urban Infrastructure.
• Certification by a Registered Landscape Architect that all Landscape Works have been constructed in accordance with the approved construction drawings, specifications and relevant standards. AutoCAD base data will be provided to the PAD.
• Certification by a Registered Landscape Architect that the Landscape Works-as-Executed plans and Consolidation documentation are in accordance with the relevant authorities’ requirements.
• Facilitating handover of operational manuals for any installed equipment to the relevant agency, including the WHS Handover Report.
• Ensure Completion is achieved defect-free by the Contractor under clause 50 of GC21 GCC.
• Monitoring and managing of defects rectification after Completion regarding the works within the civil construction contract works and liaise with SLA obtain Final Certification before end of defects liability period.
• Ensure the Final Certificate is received from SLA prior to the end of defects liability period.
• Monitoring and endorsing the rectification of defects regarding the works within the civil construction
• Ensure appropriate community consultation regarding the development is carried out by the contractor prior to commencement of work and during construction. Some consultation may be required by the Consultant if issues arise. All consultation is to be approved by Suburban Land prior to being made public.
• Organise a Close-out Workshop within 21 days from the Completion of each stage in accordance with the GC21 Contract.
• Provide project management tools similar to Aconnex, ProjectWise, Procore etc. for recording and reporting variation, RFIs, EOTs, incidents and financial progress.
• Any other construction services activities as required to achieve completion.
