This Tender is invited by the Issuer.
The Department is looking to partner with a company to assist with the Enterprise Resource Planning (ERP) replacement project. The project is to develop a business case outlining the functional requirements and an expected cost to replace the current SAP ECC6 platform with a new platform. This information will inform a New Policy Proposal which will be presented to Government to establish a funding source for the replacement of the current ECC6 ERP. Following successful achievement of the NPP there may be a further requirement to help manage the functional transition of business to a new ERP platform.
The skills required from this partnership will be to provide services including project management, project advisory and planning services with strategic direction and guidance to the project. The project manager/advisor will coordinate the efforts of the additional resources including a business analyst and technical writer. There should be some capacity within this professional service to provide additional skills, as needed, for the successful delivery of this project. This will include identifying courses of action which will lead to the successful replacement of the current Home Affairs ERP system. This project manager will need to work closely with the Common Administrative Services team as well as members of both functional business areas and ICT.
A business analyst will assist with the engagement of the non-ICT areas and to help develop the business requirements and work with ICT areas to ensure both ICT and non-ICT areas are working collaboratively to deliver a fit for purpose solution. There will be a requirement for ICT integration of the functional requirements of the business areas.
A technical writer to assist with the translation of the functional business requirements to ICT requirements to establish with greater clarity, the scope of work and cost for inclusion in the NPP.
