Tender Description
Penrith Council has an operational fleet of approximately 169 mobile assets (vehicles, plant, and equipment) and requires ongoing GPS Telematics tracking and monitoring services for the safety and management of fleet. List attached in appendix 3.
Penrith City Council’s City Presentation team currently use Microsoft Dynamics 365 Field Services to manage pre-start checks while out in the field. These pre-start checks are conducted remotely via the D365 Field Services mobile app and data is stored centrally in the Microsoft Dynamics 365 database.
Scope of Services Tenderer is to offer services to supply, install and monitor GPS trackers as per industry best practice. Appendix 3 includes current hardware items and models- it is expected that current (min) 4G capable infrastructure to be utilised where applicable if possible.
Key components of the tender should include:
(a) The implementation of end-to-end functionality and processes to meet the needs of upgrading required units and the telematics system that is currently in place.
(b) Setup & configuration of the selected solution including information architecture, metadata and schema.
(c) Provide a scalable and secure SaaS software platform that can handle large datasets and integrate seamlessly with existing systems.
(d) Ensure compatibility with common web browsers and mobile devices.
(e) Provide Cyber security by design including authentication methodology.
(f) Compatibility with the Microsoft ECO System i.e. Azure.
(g) Provide open APIs to allow connection to 3rd party solutions such as Microsoft Dynamics 365 and SharePoint or provide the ability to export data in excel formats for consumption by relevant 3rd party solutions including Power BI reporting.

(a) Central Management System
(b) Network Communications Infrastructure
(c) Asset Tracking & Monitoring Devices,

Background information / Compatibility requirements
Penrith Council currently has Telematics in place with units utilising the 4G network. This Tender is intended to provide a service which can offer use of the 4G network and upgrade any/all units and system currently in place. As fleet items are replaced, tracking units would need to be de-installed on site at Penrith City Council Works Depot, Kingswood from fleet item at end of life and installed into replacement fleet/plant item. Additional items new to fleet will require new tracking units. Often these are singular jobs.
