Tender Description

Background

The caretakers residence at 20 Holtze Street, Parap is currently a vacant property. The caretakers residence was constructed along with the pool, circa 1960, as a residence for the Parap Pool caretaker. The residence at Parap, consists of a basic three-bedroom house with a large yard.

Since 2016, the Parap caretakers residence has had a fence erected, a kitchen fit-out and a solar installation along with basic internal and external painting, some landscaping works and some basic cosmetic upgrades to the kitchen. The caretakers residence forms part of Lot 5292 Town of Darwin which has a total area of 38,000m2. The house is situated at the rear of the pool fencing, at 20 Holtze Street, in Parap. The caretakers residence has a boundary fence erected and the area is approximately 1100m2 of land.

The caretakers residence is zoned as Organised Recreation (OR Zone). The current zoning limits the use for the residence beyond its role for a caretaker in association with the pool. This zoning limits alternative uses from a legal perspective meaning the property should not be leased out as a residential home under its current zoning and permitted use.

City of Darwin are open to new opportunities and ideas for the Parap residence.

Purpose of Request for Proposal

The City of Darwin invites you to submit a proposal for the future use of the Parap residence. The future use could be a tenancy for commercial, not-for-profit or for community use. It is envisaged that the applicants will ensure that the proposed future use is in accordance with NT Planning Scheme, by either proposing to amend the zoning or the building certification from the current status planning requirements. Alternative proposals will also be considered.

Please indicate on the submitted proposal the outline of your proposed use as well as steps to achieve this and how City of Darwin will be renumerated and remain involved in the development as the landowner.
