Tender Description

Background:

Under the National Plan to End Violence Against Women and Children 2022-32 (The National Plan to End Violence against Women and Children 2022-2032 | Department of Social Services, Australian Government (dss.gov.au), six Primary Health Networks (PHNs) have been funded to pilot a new model of trauma-informed mental health support for people recovering from family, domestic or sexual violence (FDSV), including child sexual abuse. This pilot addresses the “Recovery” domain of the National Plan. The pilot is referred to as the Supporting Recovery Pilot – Trauma-informed recovery care for victim-survivors of family, domestic and sexual violence program (Supporting Recovery Pilot).

The core components of the Supporting Recovery Pilot are:

  1. Local Care Teams – embedded into existing service locations, who undertake intake and referral, care coordination and case management.
  2. Trauma-informed mental health services to support mental health recovery for victim-survivors of FDSV.
  3. Independent evaluation.

A Model of Care has been developed by a national Expert Reference Group (ERG) led by Dr Ruth Vine, Deputy Chief Medical Officer for Mental Health for the Australian Government. The ERG consists of people with lived experience of family violence, sexual violence and child sexual abuse, sector representatives, peak bodies and subject matter experts.

To implement the Supporting Recovery Pilot in Western Australia, two services are being commissioned in the location of the City of Greater Geraldton:

  • FDSV – Local Care Team:

         For female victim-survivors aged 16 and over

  • FDSV – Mental Health Therapies

        For female victim-survivors engaged with the FDSV – Local Care Team, and children or adolescents in their care.

The two services will operate independently but work closely together to support female victim-survivors, and children or adolescents in their care, in the recovery phase of their journey. The services are not crisis services.

This Request is for the FDSV – Mental Health Therapies service.

FDSV – Mental Health Therapies

The FDSV – Mental Health Therapies service will provide FDSV-specific evidence-based trauma-informed mental health therapies to support long term recovery for female victim-survivors, and children and adolescents in their care. The service will be delivered in the City of Greater Geraldton, Western Australia.

Referrals into the service will be via the FDSV – Local Care Team.

Service provision to children and young people can be provided directly by the preferred respondent or integrated into the service model through separate engagement with a service partner. WAPHA encourages service provider partnerships that enable the availability of a range of specialised services to eligible victim-survivors via integrated care models. Where a partnership is proposed, one organisation should take the position of lead tenderer and coordinate the submission of a single tender on behalf of the partnership. A Memorandum of Understanding (MOU) or Letters of Support should be submitted as evidence of a commitment of intention for the parties to work together.

The FDSV – Mental Health Therapies service can be established as a new service or through the expansion of an existing service. If establishing a new service, organisations will need to demonstrate local knowledge and relationships, either directly or through service partnerships.

Victim-survivors, and children and adolescents in their care, are eligible for services for up to two years.
