Project goals
The Department Climate Change, Energy, Environment and Water (DCCEEW – Water) seeks the goods and services of a washing machine supplier or retailer to supply and install new frontload washing machines and remove and recycle old top load washing machines. The goods and service provider will need to have demonstrated capacity to be able to deliver the service across metropolitan and regional NSW.
In June 2024, the Minister for Water approved a 5-year program of Water Conservation in Greater Sydney, to be delivered by DCCEEW. This included budget to directly fund community water savings through appliance replacement projects. Additionally, the NSW Water Efficiency and Regional Leakage Reduction Program was awarded state budget funds towards implementing an appliance replacement project in regional NSW.
The Washing Machine Replacement Program targets eligible low-income households to swap their inefficient top load washing machine with a subsidised energy and water efficient frontload washing machine.
Scope
DCCEEW is seeking to engage a single supplier that will receive and fulfill online orders, deliver and install a new front loader washing machine, remove and recycle the older washing machine, and provide reporting (sales, deliveries, recycling figures) and receive customer orders via an online portal to households across NSW.
The actual value of the contract with the successful supplier, should a contract be pursued, will be based on the number of machines supplied. DCCEEW anticipates between 11,000 and 16,000 machines** will be required depending on subsidy settings and uptake. The program is scheduled to commence in late Q1 2025 and run over financial years 24/25 and 25/26.
**Note there is no guarantee as to the minimum number of washing machines that will be purchased by the Department.
It is envisaged that the initial contract period for the proposed contract will be two years with two optional 12-month extension should further funding become available.

Please note that due to the end of year shutdown period from 23/12/2024 till 03/01/2025, no addenda will be issued in this time period. Suppliers are requested to have their queries sent through before the shutdown period so the Department is able to respond in a timely manner.
