Suppliers are invited by the Department of Trade, Employment and Training (DTET) (Customer) to submit an offer for ITO No. DTET-72410 for the provision of merit-based assessment services pertaining to applications received for the delivery of Queensland Government subsidised vocational education and training (VET) under the new Good Jobs, Great Training: Queensland Skills Strategy 2024–2028, as specified in Part B: Contract Details document.
An initial action under the new Queensland Skills Strategy is the development of a new Skills Assure Supplier (SAS) framework that delivers quality training in priority skills:
A new Skills Assure Supplier framework will be developed to ensure Queensland is growing the priority skills it needs – better targeting and maximising outcomes from government's significant investment in training. New funded training arrangements are key to shaping the modern, responsive and accessible training system needed to achieve national and state priorities into the future.
Queensland’s SAS arrangements originally commenced from June 2020 to enable students, parents, and employers to identify Registered Training Organisations (RTO) that met the Department’s entry requirements to deliver training and assessment services subsidised by the Queensland Government.
Currently there are around 355 SAS providers contracted to deliver training across the state. The current SAS Agreements are due to expire 30 June 2025.
The new SAS framework is now open for applications through an Expression of Interest (EOI) process. This EOI is open to RTOs approved by the national VET regulator, the Australian Skills Quality Authority (ASQA), to deliver and assess training in Queensland.
The two stage EOI process comprises of four phases:
1. Eligibility
2. Due Diligence
3. Assessment
4. Recommendation
The Customer is seeking to engage independent external organisations (Supplier) for the provision of merit-based assessment services to deliver Phase 3 – Assessment of the EOI process.
Phases 1, 2 and 4 of the EOI process are out-of-scope for this ITO.
