Tender Description

This Tender is invited by the Issuer.

Defence is seeking application development and sustainment support for the Defence Training Hub Pacific website, comprising the Australia Pacific Defence School (APDS) website and the Regional Training Framework (RTF) website. There is also a Learning Management System (LMS), based on Moodle (Core), within the same environment. These systems form part of a larger enterprise ecosystem of learning technologies called the Defence Learning Technology Environment (DLTE). The Defence Training Hub Pacific website brings together two flagship initiatives, the APDS and the RTF, designed so users can exchange and/or access information about defence training courses on offer in the Pacific region. The overarching goal is to build collective awareness of training opportunities, highlight career pathways, and to maximise the value of face-to-face training for collective capacity building and the deepening of people-to-people links.

Systems overview: The Defence Training Hub Pacific infrastructure is hosted on Amazon Web Services (AWS), provided by an existing service provider working with the Australian Defence College Defence Learning Technologies team. The existing service provider will be responsible for delivering the infrastructure to support the project’s application development and sustainment. The open-sourced Moodle© LMS (4.1.n) has been customised for Defence requirements. The existing LMS system provides a platform to deliver education and training artefacts across a spectrum of delivery modes, including face-to-face, blended, and digital learning. Combined, the APDS, RTF and Moodle provide a flexible platform for various resources and activities to meet diverse education and training needs. An overview of each component is described below.

Australia Pacific Defence School (APDS): the APDS website will function as an information management and training system to share information about the defence training courses Australia offers to Pacific partners, and to later explore the delivery of online training modules. The APDS will group training opportunities by topic, organised as career pathways. The APDS will nest within the RTF website – a regional training initiative championed by the South Pacific Defence Ministers' Meeting (SPDMM), which comprises Australia, Chile, Fiji, France, New Zealand, Papua New Guinea and Tonga as members.

Regional Training Framework (RTF): the RTF website will provide a digital solution for participating SPDMM countries to coordinate defence training opportunities for SPDMM members. The website will function as a trusted information management system, providing participating countries with the opportunity to advertise, record and evaluate the training they offer to SPDMM members. The website will group training opportunities by country (e.g. Australia, via the APDS) and by training topic (e.g. peacekeeping).

Moodle: Moodle is a Learning Management System (LMS) designed to provide educators, administrators and learners with a robust, secure and integrated system to create personalised learning environments.
