BACKGROUND

Funding of $5.263 million over 4 years was provided in the October 2022 Budget for the development of a Stakeholder Management System (SMS).

Currently the state and territory offices within the Department are integrating their reporting of stakeholder engagement and program outcomes within the Stakeholder Emergency Management Solution (SEMS) Reporting Tool.

In accordance with the Royal Commission transitional reforms and Recommendation 8, SEMS will support comprehensive reporting and information sharing capability for the Regional Stewardship Network and emergency management.

SEMS is an effective stakeholder engagement and management tool, and proposes a national approach and one system, to centralise stakeholder engagement tools and processes, prevent duplication of effort, and provide an integrated view of stewardship activities.

It will also enable a more coordinated and strategic approach to stakeholder engagement and provide consistent and regular issues reporting across the Aged Care Group.

These roles are to support the design, data analysis, implementation, and maintenance of SEMS, including its adoption by the Regional Stewardship Network. This includes addressing and managing the impact of consequential changes relating to the implantation of New Aged Care Act (NACA) IT changes.

As an expansion of this role, and contributing the integrated view of stewardship activities, an assessment of the department’s current policy and program settings is required to be undertaken to better understand instances of data collection from providers within the context of the nationwide focus on hospital bed availability, and issues with bed blocking and delayed discharge, and in particular older patients deemed medically ready for discharge to an aged care residential facility remaining in hospital (‘long stay older patients).

The role will entail scoping of business requirements to support development of an Aged Care Bed Vacancy Portal to benefit the public and jurisdictions accessing this to minimise hospital discharge delays and improve efficiency with data on residential aged care bed availability when attempting to find appropriate placements. and to better understand instances of data collection from providers as conducted by the department’s currently policy and program areas.

DELIVERABLES

  • Delivery of a Regional Stewardship Stakeholder Management Solution with the following functionalities:
  • Stakeholder Management functionality and reporting
  • Emergency Event Management
  • Outbreak Management
  • Implementation of business rules, and user adoption through training, case scenario basis
  • Greater visibility of outcomes, risks, trends, emergencies affecting aged care sector; and
  • Nationally consistent information and processes for central office program and policy teams
  • Delivery of Project Management Expertise to support and manage the implementation and adoption of the Stakeholder Management Solution, Aged Care Bed Vacancy Portal, and other Ad Hoc section projects
  • Business Analysis Expertise to support and manage the delivery, implementation, user adoption, and maintenance of the Stakeholder Management Solution, Aged Care Bed Vacancy Portal, and other Ad Hoc section projects
