Project goals

Sydney Metro is developing two business cases investigating potential extensions to the existing Sydney Metro – Western Sydney Airport project.

Sydney Metro is seeking to engage a suitably experienced and highly capable service provider to provide property valuation, acquisition and development advice to support these business cases, as well as some additional services to support landowner engagement within the rail corridor between Leppington and Bradfield.

Scope

The scope of the services required include (but are not limited to):

  • Identification/verification of landowners within the study areas
  • The timely delivery of property inputs into the overall business case including program, risks and costs estimates.
  • Support regarding strategic property and valuation advice
  • Input into options analysis
  • Advice in relation to the relevant NSW Government legislative property acquisition requirements, policies and procedures
  • Preparation and delivery of reports associated with property acquisition business case inputs, as required.

Sydney Metro is seeking to engage a highly competent and professional team that will deliver exceptional outcomes in the delivery of the Services, with an expectation that the level of skill and experience is commensurate with the following roles:

  • Senior Property Advisor - lead the provision of property impact and acquisition advice and inputs to project optioneering and reporting.

1. Minimum Requirement 1

Demonstrated relevant experience, expertise, and capability of the Candidate(s) according to theirdesignated roles. For the Senior Property Advisor proposed resource(s):

• Degree level qualification in a related field

• A minimum of 10 years industry experience.

• Demonstrated experience in business case development and detailed understanding of the LandAcquisition (Just Terms Compensation) Act 1991.

• Significant proven experience with compulsory property acquisition.

• Provide expert specialist property advice and input into land and property acquisition processesand activities including options analysis, acquisition cost estimates, acquisition feasibilityassessments to support business case development.

• Manage property impact and acquisition related matters and inputs into business case developmentincluding land acquisition, substratum acquisition and other related property issues.

• Demonstrated ability and experience to lead and effectively manage a team.

• Input into the development and management of a robust property acquisition program, acknowledging's Government property acquisition processes and legislation.

2. Minimum Requirement 2

Demonstrated relevant experience, expertise, and capability of the Candidate(s) according to their designated roles. For the Specialist Property Development Advisor proposed resource(s):

• A minimum of 5 years industry experience.

• Relevant and current professional qualifications and proven working knowledge of property andindustry best practice.

• Proven experience in the review of proposed land acquisition for linear infrastructure projects.

• Provide expert advice on potential opportunities to improve place outcomes at each stationprecinct, to allow early precinct development and activation.

• Identification of areas where rezoning could materially add value to potential divestments and anyother value adding strategies that could be implemented.

• Relevant experience in commercial development opportunity valuation and financial analysis.
