Project goals
• The NSW Mandatory Alcohol Interlock Program (MAIP) began on 1 February 2015, replacing an earlier voluntary alcohol interlock program. The MAIP is a court-ordered requirement for some drink driving offences.
• The aim of the program is to reduce drink driving recidivism, reduce the number of alcohol-related crashes, and assist participants to separate their drinking from their driving. MAIP is a user-pays program, albeit with concessions and severe financial hardship offered.
• Under the MAIP, the participant pays fees directly to the interlock provider.
• Transport does not provide fees to the interlock provider except on behalf of customers in cases of Severe Financial Hardship (“SFH”). Cases of SFH are assessed and approved by professional financial counselors at The Salvation Army, who are engaged by Transport and independent of providers.
Scope
Drink driving continues to be a behavioural issue that significantly contributes to the NSW road toll. In 2022/23 drink driving was a contributing factor in 18 per cent of all road fatalities. Despite the successes of enforcement through the Random Breath Testing (RBT) program, significant numbers of drivers are still caught drink driving.
MAIP-relevant offences are mid-range (0.08 to 0.15 BAC), high-range (over 0.15 BAC), repeat offences, and combined (drug and alcohol) offences.
The MAIP program periods range from 12 to 48 months. MAIP is legislated through the Road Transport Act 2013 (NSW), which provides that drivers convicted of more serious alcohol-related driving offences and are subject to a Mandatory Alcohol Interlock Order (MAIO) must have interlock services available to them. After a period of licence disqualification, individuals with an MAIO can opt to install an interlock device into their vehicle through an accredited supplier to prevent them driving while under the influence of alcohol. Alternatively, they may remain disqualified for a five-year period.

- All the interested participants are required to register themselves onto Transport for NSW (TfNSW)ARIBA system by providing necessary details as mentioned in the requirements section.
- Upon successful registration all the Participants will be required submit the confidentiality deed onto TfNSW ARIBA system. Copy of the confidentiality deed would be available inside ARIBA system once registration is completed.
- Upon successful review of the fully executed confidentiality deed access to the RFP documents will be granted to the respective RFP participants.
