A contractor is being sought to work alongside the Department of Primary Industries and Regional Development and a cross agency Blue Economy Working Group to develop the NSW Blue Growth Strategy.

Project goals

The Blue Growth Strategy is intended to provide mechanisms for coordinated, innovative, long term, sustainable development of the marine estate (including marine parks) with a focus on current, emerging, and new activities that provide the greatest scope for sustainable growth.

The project seeks to reshape and enhance marine industry diversity and productivity as new markets are accessed, upskilling the current workforce to meet the future needs and creating high-value regional employment and economic resilience. Industries will be prioritised for inclusion, based on their ability to deliver on-ground changes, which will result in economic growth and job creation in sustainable industries and support multiple cross government programs i.e., climate change mitigation and adaptation, building resilient regional economies, protection and enhancement of the marine environment and supporting community wellbeing.

The project, aims to deliver real economic outcomes through the lens of sustainability by:

• Setting the framework and providing a vision and direction for cross government coordination to be a catalyst for building a sustainable Blue Economy.
• Providing the right policy settings to build investor confidence for sustainable industry development and innovation.
• Resulting in high value, regional jobs and economic opportunities (inc. for Aboriginal people).
• Whilst minimising impact on marine biodiversity and delivering nature positive outcomes.

Scope

A contractor is being sought to work alongside the Department of Primary Industries and Regional Development and a cross agency Blue Economy Working Group (BEWG) to develop the NSW Blue Growth Strategy.

A contract will be executed initially for phase 1 of the project with the option to extend for phases 2 and 3 subject to performance of the contractor and at the discretion of the Department.

The main project deliverables are:

Phase 1: a Blue Growth Strategy Background report (including Blue Economy Criteria),

Phase 2: Blue Growth Industry Assessment Reports (one per industry) and

Phase 3: NSW Blue Growth Strategy and supporting communications package (communication plan, presentation, media release, infographic, FAQ.

Services sought throughout the 3 phases include literature review, workshop facilitation, management and working group hosting and information gathering services, document drafting, review, communications material preparation and industry engagement assistance.

Meeting costs for facilitated workshops and industry engagement (room hire, catering, materials etc.) to be covered by department.
