Indigo Shire Council is seeking a qualified provider to deliver comprehensive solutions for the management, activation, and long-term sustainability of Council-owned community facilities currently overseen by Community Asset Committees (CACs). The successful provider will contribute to the development of a strategic framework that enhances facility operations, empowers volunteer-driven committees, and aligns with Council’s broader objectives of fostering vibrant, engaged communities.
Key findings from the review include:
- Sustainability Challenges: Many CACs face significant operational pressures, including compliance, bookings, maintenance, and reporting requirements, which have contributed to a decline in volunteer participation.
- Missed Opportunities: Underutilised facilities represent untapped potential for community engagement, cultural activation, and economic development.
- Support Gaps: Insufficient Council support has made it difficult for volunteer committees to focus on activating spaces and delivering community-focused initiatives.
Indigo Shire Council has recognised the need for a revised management model that reduces administrative responsibilities for CACs while empowering them to prioritise community engagement and facility activation. This proactive approach includes:
- Establishing a dedicated Council officer role to support CACs, manage facilities without active committees, and oversee compliance, marketing, and event coordination.
- Promoting sustainability through enhanced communication, targeted support, and streamlined governance structures.
- Leveraging facilities as hubs for cultural and economic activities, aligning with Council’s strategic objectives and the Creative Indigo Strategy.
