Requirements

The Australian Criminal Intelligence Commission is seeking to engage an ICT Sourcing Hub Specialist - Augmentation Managed Services to analyse, organise, and improve sourcing processes, with the goal of streamlining operations and reducing costs. They will analyse existing procurement systems, vendor agreements, logistical arrangements, and workflow systems, to make the ICT environment more efficient, effective and fit-for-purpose.

The provider of the services will require the knowledge, understanding and experience in the Commonwealth ICT Sourcing and Contract Management for services, hardware and software from small to large contracts. This will include the ability to navigate the complex licensing arrangements and technical requirements for the renewal of such items as, but not limited to, Horizon, Veeam, Oracle, VMWare, and Red Hat (Linux).

The ICT Sourcing Hub Specialist - Augmentation Managed Services must have an understanding of:

  • ICT procurement principles, supply chain management, and sourcing strategies.
  • Knowledge of contract negotiation, drafting, and vendor compliance monitoring.
  • Skills in cost-benefit analysis, budgeting, and understanding Total Cost of Ownership (TCO) for ICT purchases.
  • Familiarity with Federal Government and international procurement regulations, as well as specific compliance standards.
  • Strong communication and interpersonal skills to build and maintain productive vendor relationships
  • Skills in handling vendor disputes and problem-solving.
  • Critical thinking with strong negotiation skills for cost-effective procurement.
  • Understanding of procurement-related compliance standards, such as GDPR, cyber security policies, and data protection.
  • Proficiency in identifying and mitigating procurement risks, particularly in vendor selection and contract terms.
  • Knowledge of audit procedures and internal control processes.
  • Ability to draft, review, and interpret contracts with vendors.
  • Familiarity with legal terminology and standard contractual clauses.
  • Skills in maintaining organised records of contracts and tracking contract milestones.
  • High accuracy in contract terms and conditions to minimise errors and risks.
  • Have a technical understanding and provide leadership for the ACIC ICT environment in order to ensure the procurement is fit-for-purpose and is value for money.
  • Have the ability and pass on knowledge and experience to uplift the ICT Sourcing and Vendor Management capabilities for the benefit of the Intelligence and Information Systems Division.
