Requirements
To effectively deliver the services and functions of the Inspector-General of Water Compliance (IGWC), an ICT Strategy needs to be developed. IGWC does not currently have the capacity to undertake this work and seeks external assistance.
The IGWC operates within the ICT environment of the Department of Climate Change, Energy, the Environment and Water, and the strategy seeks to identify opportunities for cost-saving and re-use, while maintaining necessary data access controls.
IGWC requires a thorough analysis of its systems and related business processes in the digital space, to identify where system changes or investment will have long term community or business value and return to government to support the successfully delivery of functions of the IGWC.
DCCEEW is seeking the provision of consultancy services for the development of an ICT Strategy and Investment Roadmap to:
• Assess current state IGWC systems and processes and their outputs/deliverables.
• Identify and analyse areas where cost-saving and re-use are possible
• Identify and analyse areas where system changes or investment would have long term community or business value and return to government.
• Determine investment impacts, including return on investment and business benefits.
• Recommend a future state for systems and processes for the IGWC.
• Develop an Investment Roadmap and accompanying strategy.
The above outcomes are required to enable the IGWC to determine their priorities with respect to digital and ICT investments.

Interactive wireframes or mockups
