Energy Safe Victoria (Energy Safe) is Victoria’s energy safety regulator, responsible for electricity, gas and pipeline safety. We are an independent government agency responsible for the safe generation, supply and use of electricity, gas and pipelines.
Our role is to ensure Victorian gas and electricity industries are safe and meet community expectations.
Specifically, we:
- License Victoria’s electrical workers
- Issue and audit Certificates of Electrical Safety (COES)
- Ensure gas and electrical appliances are approved and safe for use
- Investigate gas and electrical incidents, and
- Educate the community about energy safety via safety awareness campaigns.
Energy Safe Victoria’s regulatory role also includes overseeing:
- Safety cases and safety management schemes for the design, construction, operation, maintenance and decommissioning of electricity, gas and pipeline networks, and complex electricity installations across the State.
- Bushfire mitigation programs, and
- Tree clearance around powerlines
Scope:
This Request for Proposal (RFP) is to seek to appoint a provider with appropriate experience and knowledge to provide a Functional Performance Review of the Rapid Earth Fault Current Limiter (REFCL) program.
The objective focuses on assessing the impact of REFCL systems in enhancing the electrical network's efficacy in mitigating fire hazards and the impact on supply reliability. It aims to measure the operational effectiveness of REFCL technology in real-world conditions, specifically in terms of network reliability and reducing the incidence of fires arising from electrical fault current discharge.
Respondents are invited to submit a proposal in response to this RFP (the Response) in accordance with the terms and conditions set out herein. A fixed price offer is requested.
The successful service provider will be engaged via a services Agreement, for a maximum contract period of six (6) months.
