This project is to develop a Pavilion Development Policy over a 12-month period. This project will build on the Whitehorse Pavilion Development Policy 2019 and will focus on pavilions that are mainly allocated to seasonal tenants whose access is managed by a License Agreement. The successful consultant will develop a new Pavilion Development Policy (or Guidelines) including the following components to guide future pavilion development within Whitehorse to achieve optimal balance between sporting use and community benefits in a financially sustainable way:

- Vision and principles

- Hierarchy of pavilions

- Standard and non-standard components

- Funding models

- Pavilion Renewal Priority List and Criteria Matrix
