The Department of Education (Department) is responsible for managing investment in building new schools, early learning centres and modernising existing ones. This is administered by the Victorian School Building Authority (VSBA).

The VSBA is focused on high-quality and timely project delivery, innovative reform in infrastructure design and delivery, and increased engagement with school and kindergarten communities.

The Victorian Government $16.9 billion to build, upgrade and maintain school infrastructure across Victoria, delivering more than 2,200 school upgrades -supporting more than 26,000 jobs in construction and associated industries. The Victorian Government has committed $14 billion over a decade to deliver the Best Start, Best Life reform, including Three-Year-Old Kindergarten.

The VSBA’s Construction Consultancy Panel (CCP) came into effect on 1 October 2024. The VSBA is expanding the CCP that encompasses specialist service categories which are required as part of the delivery of Capital Programs, Operational Programs and Early Childhood infrastructure projects.

The department requires construction consultancy services to support the delivery of VSBA’s construction projects.

The categories are:

* Category 1 – Architectural or Principal Design Consultant (PDC)

o Tier 1: high value/complexity

o Tier 2: medium value/complexity

o Tier 3: low value/complexity

* Category 2 – Project Management including programme review

* Category 3 – Quantity Surveying

* Category 4 – Building Surveying

* Category 5 – Engineering (general with sub streams of disciplines)

* Category 6 – Contamination Testing

* Category 7 – Heritage (including cultural and historical)

* Category 8 – Environmental (including flora & fauna, water & hydrology)

* Category 9 – Urban & town planning
