Tender Description

Austroads is seeking responses from experienced service providers to conduct a scoping study that will explore desired outcomes, current challenges, management strategies, and available data to road managers to support last-mile urban freight deliveries. The objective of this study is to enable thriving urban environments while minimising externalities, as requested by Austroads members.

Scope:

The project will involve:

  • Summarising challenges faced by road managers, place managers, and the freight industry in urban freight movement and access, in both Australia and New Zealand.
  • Investigating global and regional responses to support efficient, safe, and sustainable urban freight.
  • Identifying opportunities for collaboration with stakeholders, such as planners, place managers, and freight operators, to enhance resilience and decarbonisation goals.
  • Engaging with road managers, industry representatives and local government bodies across Australia and New Zealand to gather insights on urban freight challenges and solutions.
  • Exploring systems approaches or Investment Logic Mapping (ILM) to document urban freight challenges and define problem areas (optional).
  • Assessing the impact of COVID-19, technology, and data opportunities on urban freight patterns and externalities.
  • Developing a framework for measuring and evaluating urban freight, including collaboration with the private sector for data sharing.
  • Supporting and evaluating trial(s) to test solutions, resolve a knowledge gap or test viability of data collection (optional extra on agreement of extra scope and budget, as required).

Deliverables:

This project will produce the following deliverables:

  • Research report.
  • Webinar.
  • Data management plan and project data with populated metadata spreadsheet.
