Development Victoria (DV) is seeking to engage an Early Works Contractor to lead and deliver the early works for the Regional Housing – Flora Hill, Bendigo project.

The Early Works Contractor will work collaboratively with a team of expert consultants across various disciplines and is required to carry out early works including hoarding installation, tree removal, demolition, disposal and remediation in accordance with documentation and regulations to achieve a Statement of Environmental Audit.

The procurement will be conducted as a single-phase Selective Tender process, via a Request for Proposal (RFP), with the bidders to be registered under the “Land Remediation” categories of the Construction Supplier Register (CSR). Participation from contractors based in the Greater Bendigo region is encouraged.

Project Scope and Requirements

Bidders must be able to demonstrate experience and capability in delivery of early works for brownfield sites greater than five (5) hectares, including successful demolition and remediation activities. They must also address challenges such as complex topography, collaboration with environmental consultants, and managing diverse stakeholders. Demonstrated experience remediating areas of cultural heritage and historical heritage sensitivity will be highly regarded.

Procurement Timeline

• Release of Request for Proposal (RFP): Mid-January 2025, via the Buying for Victoria portal
• Commencement of Early Works: April 2025
• Contract Framework: Awarded Contractor will be engaged under Development Victoria’s Modified AS2124 Contract

The procurement is subject to the Ministerial Directions for Public Construction Procurement in Victoria, and with the following procurement policies:

• Local Jobs First Policy – note the project is currently as a Standard Project and will likely be classified as a Strategic Project from 2025
