Key objectives of the JRP include fostering collaboration between Hospital and Health Services (HHSs), stakeholders, and community representatives to reduce fragmentation, improve resource allocation, and address the diverse needs of the CCQ region. With a projected population growth of 33% by 2046 and significant demographic variations across local government areas, the JRP must balance the unique challenges of urban, regional, and remote communities.

To achieve its objectives, the JRP will synthesise health needs data, stakeholder input, and evidence-based planning strategies. The plan will integrate tools like the National Mental Health Service Planning Framework (NMHSPF) and service mapping to articulate agreed clear regional priorities and actionable recommendations. Given the scale and complexity of the task, an external consultant is required to lead critical activities, including planning workshops, stakeholder consultations, data analysis, and the development of a high-quality draft by May 2025 and final submission by June 2025.

This collaborative and strategic approach ensures the JRP serves as both an operational guide for the region's investment strategies and a platform for joint advocacy to secure future funding and sustainable service delivery models. Additionally, CCQ is seeking the ongoing engagement of the successful applicant to evaluate the JRP over its five-year life course, to measure and report on the joint work required to operationalise the Plan and its overall impact against its intended outcomes.
