Objective

The Treasury is seeking a qualified vendor to undertake an ICT Consultancy to assist in optimising our Microsoft Dynamics 365 environment and support practices. The purpose of the engagement is to help Treasury achieve better licensing efficiency, streamline application usage, enhance sustainability, and actionable recommendations for improvements that are tailored to Treasury’s future needs and aligned with industry best practices.

Scope of Work

Vendors are invited to submit proposals that address the following key components:

Milestone 1

1. Approach:

• Deliver to the Treasury the planned approach to the scope of work. This should include artefacts such as a roadmap of the engagement, timeline and resourcing plan, workshop requirements and other items as appropriate. This content should be provided to the Section and also delivered in the form of a presentation.

Milestone 2

1. Licence Audit Review:

• Conduct a comprehensive review of Treasury’s existing Microsoft Dynamics 365 licenses of in scope systems.
• Identify opportunities for cost savings and compliance improvements.
• Ensure consideration is given to licencing impacts to any suggested changes or opportunities as part of the application review in Item 2 - Dynamics 365 Environment and Power Apps Application Review.
• Provide documentation and guidance, including processes, to enable the support team to implement a new licence model

2. Dynamics 365 Environment and Application Review:

• Assess our current Dynamics 365 environment, Power Apps and Azure App Service applications, and architecture.
• Identify improvements to sustainment activities to prepare for ever expanding support requirements.
• Evaluate opportunities to migrate applications to the Power Platform or consolidate them to enhance efficiency and reduce costs.
• Provide documentation and guidance to enable the support team to implement recommendations
• Conduct a review of the Section's management of privileged access

Milestone 3

1. Enhancements, Opportunities and Support Uplift:

• Provide tailored recommendations based on our team structure, application environment, and goals.
• Provide actionable recommendations for optimisation and a tailored roadmap to prepare the team for expanding support requirements.
• Consider industry best practices and emerging technologies applicable to our applications environment, team structure, resourcing, and skillsets.

Deliverables:

1. Engagement approach and artefacts and presentation to panel members.
2. A detailed Report A, which includes relevant findings documentation and a roadmap outlining details and actionable tasks from the Licence Audit.
3. A detailed Report B, covering each component of the Dynamics 365 Environment and Application Review, including findings, rationale, recommendations, and an action plan, all tailored specifically for Treasury’s needs.
4. A detailed Report C, outlining actions and a timeline roadmap as part of the Enhancements, Opportunities and Support Uplift for implementing the suggested changes and process improvements.
5. Professional services support rate card, which the Treasury may utilise to partner with the vendor to achieve desired outcomes.
