The Department for Infrastructure and Transport (the Department) requires the services of an experienced Transaction Advisory Services Provider for the Northern Water Project for the Request for Proposal.

The Northern Water Project aims to provide a new, climate independent water source for the Far North, Upper Spencer Gulf and Eastern Eyre Peninsula regions of South Australia, to enable the growth of industries crucial to achieving net-zero goals, including the emerging green energy and hydrogen industries. This would involve construction and operation of a seawater desalination plant in the Spencer Gulf connected to northern South Australia via a transfer pipeline. The Department is undertaking pre-delivery activities and is procuring the main transaction, being the design, build, operate and maintain contract for the Project.

A Transaction Advisory Service Provider is therefore required to facilitate and manage the delivery of the main transaction’s efficient procurement. The Project will be delivered as an Incentivised Target Cost (ITC) contract model, which is a new form of Contract for the Department. It therefore requires a Transaction Advisory provider that is proficient in the development and use of this form of contract.
