The Department of Justice and Community Safety (the department) leads the delivery of justice services in Victoria. The department is committed to delivering a safe, secure, and humane corrections system, and promotes community safety through effective management of offenders and provision of opportunities for rehabilitation and reparation.

Community Safety Building Authority

The Community Safety Building Authority (CSBA) has been established to design, procure, build, and upgrade the infrastructure needed to keep communities safe.

CSBA provides end-to-end project management and delivery of Victoria’s new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety measures, on behalf of the Department of Justice and Community Safety (DJCS).

Emergency Services, CSBA

The Emergency Services Team (ES) was officially announced in 2017 as part of the Fire Services Statement under the original name of Emergency Services Infrastructure Authority (ESIA). The ES Team is focused on the delivery of Victoria State Emergency Service (VICSES) and Life Saving Victoria (LSV) infrastructure projects, along with new vessels and engines for the Marine Search and Rescue (MSAR) sector.

Provision of Service

The department seeks a Lead Designer from the Department of Treasury and Finance (DTF) pre-qualified suppliers under the Architecture category for the preparation of projects within the CSBA Emergency Services portfolio of works.

These services will contribute to the delivery of modern fit for purpose facilities for the VICSES Sunbury and Wyndham Vale emergency services projects within the CSBA portfolio and on behalf of the client (VICSES).

The successful supplier will be asked to provide separate fee proposals for each project (Sunbury and Wyndham Vale)

The services required are design and construction support across the following four stages:

• Design (concept, schematic, detailed, tender/for construction)
• Contractor Procurement/Tender
• Construction (review and input to variations and EOTs)
• Defect Liability Period

VICSES Sunbury

VICSES Sunbury is currently scoped for a satellite facility consisting of two motor bays, turnout room, storage area, tea area, and corridors and associated amenities with hardstand including parking and external landscaping and fittings.

Land search is currently underway for this project.

VICSES Wyndham Vale

VICSES Wyndham Vale is currently scoped for four motor bays, offices, turnout room, training and operational areas including corridors, toilets, and associated amenities with hardstand including parking, vehicle driveways and external landscaping.

Shortlisting Process (if applicable):

The project team will issue a simplified Request for Information (RFI) to 57 suppliers identified in a desktop market assessment to gauge their interest and capacity in participating in the upcoming procurement activity.

These suppliers have been selected from the Construction Supplier Register (CSR) based on location, financial capacity, work experience and size.

Suppliers who respond to this Forward Notice may also receive the RFI.

Once all responses have been received, they will be assessed for supplier suitability, and the project team will select several suppliers to participate in the upcoming procurement activity, which will involve issue of a Request for Quote (RFQ). This is expected to be expected to occur in mid-2025.
