Liverpool City Council is located in the southwest of Sydney and manages $252m worth of footpath and cycleway assets. Council maintains 945km of footpath and pram ramp assets located within 42 suburbs. Council wishes to update the footpath/cycleway and pram ramp assets inventory and condition data in the Council asset Register and is seeking tenders from suitably experienced contractors to carry out comprehensive data capture for the whole network.

The purpose of this Professional Services Contract is to provide Council with accurate inventory and condition data and digital imagery of its footpath/cycleway and pram ramp assets in a format suitable for uploading into the Brightly Asset Management System. Acceptable excel format will be provided by the Council. The data will be used as a basis for the development of optimised priority works programs and asset management plans and for asset valuation purposes to help Council to better manage the community's footpath/cycleway and pram ramp assets.

The survey work shall include the following activities: 

- Capture of digital imagery (video) of the footpath/cycleway and pram ramp assets in the road reserve. The cycleways on the road pavement are not included in this current condition data capture program.

- Identify pram ramp's location on footpath segments. Reporting on the condition rating, the defects, and the compliance of the pram ramps to Australian Standards (Liverpool City Council Standard Drawing detail attached). Map the pram ramps and submit shape files.

- Identification of defects and condition rating for each block (segment) in accordance with Council's condition assessment standards (refer to the section 4.3) by either post-rating of the videos/images or 'on-foot' manual method- Footpath segments/ blocks to be identified from the Council provided maps for the pathways.

- Reporting of all results in the specified format and the supply of the data to Council in an electronic format, Condition ratings, defects observed to be updated in the Council provided shape file layers.

- All data capture and reporting under this Contract must be carried out in accordance with the requirements of this specification.
