The NDIS Quality and Safeguards Commission’s (The Commission) purpose is to regulate the NDIS Scheme to uphold the rights of NDIS Participants, elevate quality and safety and enable consumer independence.
Since 2013, the NDIS and national disability sector have evolved significantly. The demand placed on the Commission now far exceeds initial expectations, and the Commission faces critical issues requiring urgent transformation.
On 14 May 2024, the Australian Federal Government announced $160.7 million to upgrade the Commission’s information technology. This upgrade will be undertaken through the Data and Regulatory Transformation (DART) program.
The aim of the DART program is to improve Commission system functionality and responsiveness to reduce the administrative burden on providers and support their governance and monitoring processes. The DART program will also improve identification and response to both immediate and systemic NDIS risks.
The DART program will be implemented using a hybrid delivery approach, combining both waterfall and agile delivery methods. Agile training, coaching and subject matter expertise is required to support the organisation in learning, adopting and optimising Agile methodologies across its projects and teams. Change management is required to support adoption of the change.
The services which are the subject of this procurement, include services which will be necessary to guide the Commission’s transformation, enhance team performance and ensure successful delivery of Agile practices at scale in a short timeframe to support delivery of the DART Program.
