Tender Description

This Tender is invited by the Issuer.

PSR’s current contract with a service provider to provide ICT support and maintenance services expires on 27 June 2024 with no further options to extend. The current services include regular on-site support visits by Level 2 and Level 3 ICT engineers, off site support when requested and ad-hoc project services. The vendor is engaged under the DTA marketplace comprehensive terms.

PSR is preparing to approach the market, through a DTA marketplace, to procure an ICT managed service provider (MSP) and requires advisory services to support this procurement and ensure alignment with strategic ICT goals and operational requirements.

Specifically, PSR requires the seller to:

  • provide advice and assistance defining PSR’s requirements and approach
  • draft the statement of works/requirements and provide input to other approach to market documents
  • provide technical advice and support to the evaluation team throughout the procurement process
  • provide advice on any transition in/out plan prepared by the relevant providers and support PSR throughout the transition process
  • prepare a contract management plan and any associated training documentation to ensure the PSR ICT team is well positioned to manage the resultant contract going forward
  • work collaboratively with the PSR ICT team and other external service providers, including the legal adviser engaged to advise on the MSP procurement process
  • display probity and integrity throughout the process, including in the context that the current service provider will be on-site and continuing to provide services and may be a respondent to the MSP approach to market process.

It is envisaged that the seller will need to attend PSR premises in order to perform some of the services.

The indicative timeframes for the MSP procurement process are:

  • February 2025 – define requirements and draft approach to market documents
  • March 2025 – approach to market (including industry briefing)
  • April-May 2025 – evaluation process and contract negotiation
  • Late May/early June 2025 – transition in of successful MSP and transition out from existing arrangements.
