The Department of Human Services (DHS) seeks to appoint a provider who will conduct an external evaluation of the Safe and Secure Housing (SASH) program to confirm and/or establish future outcomes of the program, build data collection capacity, and explore recommendations for program expansion or improvement.

The proposed vendor will provide the following deliverables:

1. Preparation and delivery of a co-design workshop of at least 1.5 hours with the DHS Project Management Group within 2 weeks of contract commencement. The workshop will seek to clarify evaluation objectives and develop guiding principles and methodologies at a mutually agreeable time.
2. Prepare an evaluation proposal and timelines within one month of contract commencement as per DHS requirements.
3. Provide an interim progress report which includes preliminary findings within three months of the contract commencement.
4. As agreed, Prepare and deliver a feedback/ sense-making workshops with stakeholders including the DHS Project Management Group at a mutually agreeable time.
5. Final Report detailing the service evaluations and outcomes in a format which is approved by DHS.
