This Tender is invited by the Issuer.

The purpose of this advisory role is to work closely with the Information Asset Management Project team to provide expert guidance in addressing the challenges in managing its information assets. A critical aspect of this role is to prepare the organization to adopt Manage-In-Place information asset management processes and technology. This approach ensures that data, information, and records are managed effectively within their operational environments, eliminating unnecessary duplication, and enhancing compliance and efficiency.

This role will be pivotal in:

  • Improving governance.
  • Modernizing outdated records management practices.
  • Aligning with Indigenous Data Sovereignty principles.
  • Enhancing overall data governance maturity.

Key Deliverables and Acceptance

IBA is looking for an Information Asset Management Advisor to collaborate closely with the Information Asset Management Project team. This role involves providing expert guidance to address critical challenges in managing the organization's information assets

 Responsibilities include but not limited to:

  • Provide expertise in delivering the Information Asset Strategy ensuring alignment with organisational goals and compliance with the National Archives of Australia (NAA) standards.
  • Guide the organisation in meeting Priority Reform 2, 3, and 4 requirements, particularly Indigenous Data Sovereignty principles.
  • Assist with the implementation of the new Information Asset Management (IAM) Framework ensuring integration with governance and lifecycle management of data, information, and records.
  • Assist with the implementation of policies and procedures to govern high-risk, high-value information assets using a risk-based approach.
  • Support Information Asset Manager in activities required for transitioning to Manage-In-Place Information Management processes.
  • Provide guidance on integrating compliant Manage-In-Place practices into SharePoint and other operational systems.
  • Review Information Governance Framework, Policies and Procedures to align with the organisation’s vision of managing information at the source.
  • Provide guidance on the implementation of technical controls to retire legacy systems, secure file shares, and enhance intranet functionality.
  • Work collaboratively with internal teams, including Data Product Teams, and external vendors to ensure alignment across Governance, People, and Technology streams.
  • Foster a robust IAM community of practice within the organisation.
  • Assist tailored training programs to enable effective adoption of the IAM framework, Manage-In-Place processes, and associated technologies.
  • Lead workshops and consultation sessions to gather feedback and refine initiatives based on stakeholder input.

Knowledge and experience

  • Expertise in Information and Records Management
  • Extensive knowledge of the National Archives of Australia’s requirements, including the Business System Assessment Framework (BSAF).
  • Experience developing and implementing IAM frameworks, records management policies, and data governance tools.
  • Demonstrated ability to draft clear, concise, and comprehensive policies and procedures tailored to organisational goals.
  • Ability to conduct gap analyses and provide recommendations for improving Information Management practices.
  • Experience implementing Manage-In-Place Information Management strategies and integrating them into operational environments.
  • Knowledge of change management principles to support the implementation of new information asset management practices.
  • Experience in creating Data Governance Strategies.
  • Indigenous Data Sovereignty awareness and understanding.
  • Understanding of Priority Reform 2, 3, and 4 requirements and experience embedding Indigenous Data Sovereignty principles into information management practices.
  • Experience with EDRMS, SharePoint and Data Warehouses.
  • Experience in modernizing information systems to align with compliance standards and best practices.
  • Strong communication and facilitation skills to engage diverse stakeholders and build consensus.
  • Proven ability to work across organisational silos and with external vendors.

Aboriginal and Torres Strait Islander Cultural Capability

  • Awareness and understanding of Aboriginal and/or Torres Strait Islander societies and culture.
  • Ability to liaise and communicate sensitively and effectively with Aboriginal and Torres Strait Islander staff.
