Call for Expressions of Interest to develop a feasibility study for the development of a Torres Strait Cultural Keeping Place.

Scope:

The feasibility study should address how the Supplier would respond to the following aspects:

• Site Evaluation and Selection: Assess potential locations on Thursday Island suitable for a Cultural Keeping Place, considering accessibility, cultural significance, environmental impact, and community engagement opportunities.
• Cultural Preservation and Display: Propose strategies for the preservation, conservation, and display of cultural artifacts, artworks, documents, and oral histories within the proposed facility.
• Stakeholder Consultation: Engage with local community members, cultural leaders, elders, and relevant stakeholders to understand their aspirations, concerns, and expectations regarding the Cultural Keeping Place. Assess community support and involvement in the project.
• Financial Feasibility: Conduct a financial analysis to determine the initial capital investment required, operational costs, potential funding sources (including grants, sponsorships, and community fundraising), revenue streams (such as admissions, events, and merchandise), and economic benefits to the local economy. This includes tourism and visitor spending, job creation and skills development, and cultural industry development. Consider also how the Cultural Keeping Place could complement and leverage the Queensland Government’s commitment to a First Nations Cultural Centre in Cairns.
• Governance and Management: Develop a governance framework outlining the organisational structure, roles, responsibilities, and management structure for the Cultural Keeping Place. Include recommendations for partnerships with local institutions, educational programs, and volunteer involvement.
• Environmental Sustainability: Ensure that sustainability principles are integrated into the project, including an evaluation of resource consumption (energy, water, materials), and waste generation. Consider how the project can be developed to meet the Government’s Path to Net Zero targets.
