Project goals
The Western Sydney Regional Organisation of Councils Ltd. (WSROC) is seeking expressions of interest (EOI) from suitably experienced and qualified Respondents to work strategically alongside participating councils (Participating Local Governments) for the design and implementation of a Community Energy Project (CEP) - solar and battery bulk-buy program leading to Virtual power Plant (VPP).
The project is expected to support the following outcomes:
- Increase uptake of solar panel and/or battery systems
- Increase access to cheaper power to reduce the cost of living for the community
- Reduce greenhouse gas emissions from electricity consumption
- Reduce reliance on the grid by increasing battery storage capacity in the community
- Removal of up-front cost barriers to renewable technologies
Provide a pathway for VPP operation, including community energy storage and management, to enable collective energy generation, storage, and trading.
The project will set the foundations to transition the region towards becoming a low-energy, cost-effective, and low-emissions community, where rooftop energy is generated, stored, pooled and shared.

Scope
-Implement a Solar and Battery Bulk-Buy Program: Develop and execute a program designed to enable community access to high-quality and cost-effective solar and battery systems.
-Co-design and refine the project, taking into consideration local community needs with a focus on provision of high quality and cost effective solar and battery systems.
-Host engagement events inviting the community to participate in the solar and battery offering.
-Register residents, businesses and other interested community participants for the various options:
- Purchase outright; or
- Finance options with $0 upfront; or
- Finance option with 0% interest payment plan, Buy Now Pay Later (BNPL) or similar offer; and/or
- Virtual Power Plant or Peer-to-Peer Trading.
-Execute the Agreements with residents and small businesses.
-Manage the due diligence, installation and commissioning of the solar and battery systems.
-Manage the maintenance of the systems as required.
-Collect and share data with each Participating Local Government about the renewable energy usage and carbon reduction achieved and other metrics by that Participating Local Government.

WSROC is undertaking an Expression of Interest to select a suitable Respondent(s) that may be further invited to participate in a Request for Tender (RFT) to deliver this Community Energy Project. The successful Respondent will enter into a contract with individual Participating Local Governments.
