Tender Description

South East Water is looking to appoint a suitable, qualified Supplier to provide the equipment and services required to upgrade the Network Operations Control Centre’s (NOCC) and the Incident Room’s technology at WatersEdge, 101 Wells Street, Frankston.

The Network Operations Control Centre (NOCC)

The Network Operations Control Centre operates 24 hours a day, 7 days a week, with the purpose of managing and monitoring the water and sewer network for South East Water.

The NOCC plays a critical role and is key to ensuring the entire network of assets continues to operate so that South East Water can continue to deliver Healthy Water for Life.

The NOCC was built back in 2015 when South East Water’s new headquarters was under construction. The control centre was fitted out with AV equipment that was considered state of the art 9 years ago and user experiences had previously been very positive.

The Incident Room

The Incident Room sits adjacent to the NOCC and becomes operational during major events such as wet weather, sewer spills, cyber-attacks, etc. The room plays a critical role, becoming the central main contact and management centre where resources from both internal and external businesses come together to manage incidents.

During other times, the room is utilised by the Business Performance Team for BAU activities such as duty roster meetings, bushfire management briefings, incident training exercises, etc.

The Incident Room, like the NOCC was built back in 2015 and was retrofitted with similar AV equipment and integrates with the NOCC to allow communication between the two rooms, a vital function during major events.

In the last 3 years, the user experiences have since declined drastically with many factors playing a part (aging/failing equipment, a shift to hybrid operations, and an increase in requirements such as meeting cyber and physical security regulations).

The current control centre and the incident room are no longer fit for purpose, and only semi functioning. The Business Technology Services team are in the process of upgrading the technology in the meeting rooms at WatersEdge, thus presenting an opportunity for the NOCC and Incident Room to also be upgraded.

Additional requirements the briefing session will also include a walk-through of both existing NOCC and Incident Room. A maximum of two attendees per organisation. No Personal Protective Equipment is required. All attendees will need to sign in at reception.

A site visit is a pre-requisite to submission and consideration of a bid.
