The City of Stirling (the Principal) owns and manages the Recycling Centre Balcatta, which has been in operation since 1979. The Site includes a Waste Transfer Station, Community Drop-off area, green waste and other bulk waste drop-off areas and well as the Principal‘s engineering works and storage areas.

Since the facility commenced operation, the Site has been maintained and repaired on an ‘as-needs’ basis, however the facility has reached a stage where a full redevelopment is required in terms of asset condition and present day operational and safety standards of waste management and materials recovery.

The Principal is proposing to redevelop a large number of facilities at the Recycling Centre Balcatta, to a modern, environmentally sustainable, integrated recycling and waste management facility, designed to adequately and appropriately manage waste and resources and provide the community with a safe, efficient and above standard, level of service

A 50% Design Package and Performance Specification has been completed by an external consultant, in collaboration with the Principal in order to document the requirements for the Site and act as a point of refence for issued for construction design document.

As the Recycling Centre Balcatta is an essential service for the City of Stirling, it is imperative the Site remains operational during the construction phase. It is anticipated the contractor will need to provide a comprehensive construction phasing strategy to enable operations to continue.
