Background Studies and Structure Plan for Anambah to Branxton.
Cessnock City Council is seeking professional services to develop a Structure Plan and supporting technical background studies for the Anambah to Branxton regionally significant growth area (RSGA).The RSGA includes land across three local government areas – Cessnock, Maitland, and Singleton.
Council has secured funding under the Commonwealth Housing Support Program, on behalf of a project working group involving the three applicable councils, Department of Planning Housing and Infrastructure (DPHI) and Transport for New South Wales (TfNSW) for delivery of various RSGAwide strategic planning outcomes. A budget of between $3,000,000 and $3,500,000 (inclusive of GST) is allocated toward completion of all components outlined within this Tender (the Project).
The purpose of the Project is to set the strategic land use and infrastructure planning framework for future development across the RSGA by:
• defining areas suitable for housing, employment, and other land uses
• refining the future centres hierarchy
• establishing the required transport network and infrastructure capacity to support the envisaged growth
• identify staging and sequencing of development enabling infrastructure delivery
The Project requires several technical streams to prepare the deliverables specified in Section 4, which includes an RSGA-wide Structure Plan supported by the following background studies:
• Population and Dwelling Analysis
• Employment and Economic Analysis
• Transport Strategy
• Infrastructure Needs Analysis
• Community and Social Infrastructure Needs Analysis
• Biodiversity Assessment
• Flooding and Water Cycle Management Study
• Bushfire Assessment
• Odour, Air, Noise and Vibration Assessment
• Strategic Geotechnical and Mine Subsidence Assessment
• Strategic Contamination Assessment
• Heritage Assessment
The Structure Plan will incorporate land use and infrastructure strategies and be informed by findings and recommendations of the aforenoted technical streams and build on the previously prepared draft Concept Plan and draft strategic and site-specific planning principles for the RSGA. The Structure Plan will be supported by a Program-wide Strategic Business Case, which incorporates an Infrastructure Delivery Plan.
