The Council seeks to establish a Panel of Contractors to deliver Domestic Assistance and Personal Care Services. These services are integral to the Council’s Home Support Program, which has been operational for over 20 years and is designed to promote the well-being and independence of older citizens and adults living with a disability. By offering support, the program enables individuals to maintain their homes and remain independent with some support.

Funding for these services for older citizens (i.e. over 65 years of age) is provided by the Australian Government through the Commonwealth Home Support Program. Additionally, the Council provides funding for support services for adults under 65 years of age living with a disability.

The focus of these services is to provide Domestic Assistance and short-term Personal Care Services to a large number of individuals who require support to remain independent, live safely in their homes, and continue participating in the community avoiding premature entry into residential aged care. All recipients of these services reside within the Local Government Area of the City of Norwood Payneham & St Peters.

Domestic Assistance services are offered both on a short-term and long-term basis, providing up to 2 hours of cleaning on a fortnightly or monthly schedule. Personal Care services include support with showering, dressing, and grooming, and are also offered on a short-term basis. The Council’s Home Support Domestic Assistance program delivers approximately 10,000 hours of service annually to an average of 300 residents, while the Personal Care Service provides 600 hours of short-term services to around 9 residents per year.
