The Queensland Government is seeking Expression of Interest (EOI) for TIQ25.006 International Payroll Provider

Background

In 2020, Trade and Investment Queensland (TIQ) implemented two (2) separate operating models within its international payroll function, due to local labour laws and the other limitations.

Five of TIQ’s international regions (USA, Germany, Vietnam, China & UAE and other countries as required) use the Operating Model 1, which consists of TIQ’s Office Managers working directly with local third-party providers to process monthly payroll transactions, that are funded via the cashbook refund process within TIQ’s Finance Business Unit.

Nine of TIQ’s international regions (Taiwan, Japan, Europe, Hong Kong, Korea, Chile, Singapore, Indonesia, and India and other countries as required), use the Operating Model 2, which consist of working with the third-party provider, to process the monthly payroll.

Following an internal review conducted in January 2024. TIQ is seeking to conduct a tender procurement process, to execute its international payroll function, that is fit for purpose and cost effective across majority of TIQ’s international regions, where applicable.

Stage 1

EOI will be evaluated based on the Mandatory requirements and their ability to provide international payroll function in the markets as identified in Criteria 1.

Stage 2

Shortlisted providers for stage 1 of this activity, will be invited to stage 2 through a Request for Quote (RFQ)
