Tender Description

Suppliers are invited by the Customer to submit an offer for ITO No. LAQ-2024-024 for the provision of Employee Assistance Program Services as specified in the Contract Details document.

LAQ’s Program includes support for issues arising from relationships, family issues, health, trauma, bereavement, substance abuse, gambling and/or other addictions, financial problems and debt, depression, anxiety disorders, psychiatric disorders, communication challenges, legal and work pressures and coping with change.

The scope of service required is primarily provided via counselling to staff/family to address a broad range of personal and work-related issues. This can include (non-exhaustive):

• Personal issues such as substance abuse (alcohol and drug), anxiety and depression, relationship and family issues, gambling, financial problems and grief

• Work related issues such as occupational stress, interpersonal conflict, performance, discrimination or harassment issues

• Support targeting non-English speaking background persons

• Support targeting an ageing person (i.e. transition to retirement etc.)

• Regular team debriefs

• Voluntary debriefs for matters referred in LAQ’s Procedure for Handling Graphic and Illegal Material (Graphic or illegal materials; and Statements made before a proceeding under s. 93A of the Evidence Act 1977 (Qld) by a child or person with an impairment of the mind.)

• Mandatory debriefs with staff who have viewed Child Exploitation Material (CEM) during the course of their work. Debriefings must occur between 72 hours and 14 days of the viewing of the CEM.

• Manager assistance (i.e., issues surrounding team performance, change management and relationship management, managing domestic and family violence issues within a team

• Interventions following traumatic events

• Mediation and/or conflict resolution

• Specialist support (i.e., First Nations, LQBTIQ, disability support

• Specialist Domestic and Family Violence support.

Each Eligible Client (LAQ employee or immediate family) are eligible for 10 EAP counselling sessions per year, and LAQ also has discretion to provide EAP services to employee’s family members who are not expressly immediate family (Eg, grandparent, sibling). Clients may be eligible for additional sessions, upon internal approval.

To provide some level of demand analysis, LAQ currently expends approximately $140,000 per year on EAP services, and expenditure has increased 90% since 2020.

As such, a panel of suppliers is required to meet this potential demand, across the entire State.
