The Victorian Department of Education (‘the department’) is seeking a suitably qualified and experienced supplier or consortium to deliver the Peer Group Supervision (PGS) service to select cohorts of employees in Victorian government schools and department workplaces throughout Victoria.

The department is committed to ensuring its employees are safe and well across every one of its workplaces. Located in government school, corporate and regional offices, and government-run Early Learning Childcare Centres (ELCCs), the department’s employees help the Victorian Government to give every Victorian the best learning and development experience by building a world class education system. In the course of their work, however, they may be exposed to a unique combination of work-related demands rarely found in other settings.

School staff are pivotal to ensuring successful outcomes for students. They require both broad technical expertise and strong leadership skills. In our changing society, school staff and principal-class roles are rewarding but also come with unique pressures. They are required to lead and manage educational reform on behalf of the department and to manage changing societal expectations around individualised, responsive and tailored education.

The PGS service (which is an interim name and subject to change following stakeholder consultation) is primarily aimed at principal-class officers, including government school principals, assistant and deputy principals, and acting arrangements. Other cohorts of department staff will also be recipients of the service (for example specialist school staff), at the discretion of the department. 

In partnership with the department, the supplier is expected to establish a peer supervision service for cohorts at highest risk of mental injury including principal class employees and specialist school staff. Peer group supervision is a well-established and evaluated method for wellbeing support and professional development.

The department intends to introduce Peer Group Supervision as a new offering statewide from July 2025 to June 2028 (3 Years initial engagement) to include an Option to extend for a further 2 years at the Departments discretion (1+1)
