City of Newcastle (CN) is inviting Expressions of Interest (EOI) from development partners for a multi-storey affordable housing building on a CN-owned site in the Newcastle Central Business District known as Rail Bridge Row.

This project is a new undertaking for CN and is planned to be the first of several opportunities to engage with the market, and especially the private sector and community housing providers, for development 'partnerships' that could lead to similar developments at other City of Newcastle sites in the future.

The project is being procured via a two-stage process:

- Stage 1 (this stage) - Expressions of Interest (EOI)

- Stage 2 (subsequent stage) - Request for Proposals (RFP)

Following this EOI, CN's intention is to invite Preferred Respondents to participate in a second stage of the process.

Should you wish to submit an EOI Response, Council asks that you review and follow the requirements outlined in the "How to request access to the EOI documents" below.

How to request access to the EOI documents:

City of Newcastle will be utilising a Data Room for provision of the EOI documents and other relevant information.

Persons wishing to view the EOI and consider submitting a response to the EOI must complete and duly execute the Confidentiality Deed (available from the link below).

Once completed, the Confidentiality Deed must be returned by email to:

propertyservices@ncc.nsw.gov.au

Access to the EOI documents in the Data Room will not be given until the Confidentiality Deed is received by Council and Council's legal representatives have confirmed that the Confidentiality Deed has been executed correctly.

Persons willing to fulfil the requirements of the proposed contract are invited to submit a response to the Council by the deadline, 4:00pm on Friday 7 March 2025. Responsibility for lodgement of completed EOI documents by the deadline lies solely with the Respondent. EOI lodgement information is provided in this document. Council is not bound to shortlist or proceed with any EOI submitted
