Tender Description

The Council of the City of Sydney ("the City") invites tenders from suitably qualified and experienced contractors to carry out construction works for Jubilee Oval Upgrade in accordance with this Request for Tender.

Jubilee Oval is located within Jubilee Park, Glebe, near Victoria Street and is accessed from Dalgal Way, along Johnstons Creek and below the light rail viaduct.

The Oval is currently the most closed sports field in the City of Sydney during wet weather; in 2022 between 1 April and 30 August Jubilee Oval was closed on 34 occasions, and in 2023 between 1 April and 30 August Jubilee Oval was closed on 27 occasions.

The Oval is low lying, and the western side is subject to backwatering from Johnsons Creek, which is adjacent to the Oval, during high tides. In its current condition the oval does not drain effectively resulting in waterlogging for extended periods after significant rainfall.

The City plans to upgrade the Oval to improve drainage.

The Contractor will be required to carry out the construction works for the Jubilee Oval Upgrade in accordance with the Contract Drawings and Specifications.

The scope of works for the Jubilee Oval Upgrade includes but is not limited to:

  •  Coordination and project management
  •  Preparation works
  •  Sporting field regrading
  •  Sporting field perimeter edge, fencing and gates
  •  Stormwater drainage works
  •  Field drainage works
  •  Spoil Management
  •  Sport Infrastructure [Discretionary item]
  •  Associated make good
  • Commissioning and Establishment

Some constraints to be considered on site are:

- Specific attention needs to be given to any works proposed within the trees' root zone which extend into the Oval.

- Site is close to Johnston Creek which has a high-water table, especially following wet weather, and it is subject to flooding.

- Management and disposal of soils in accordance with SEPP Reliance and Hazards 2021 is required.

- Minimise impacts to other infrastructure items.

Allow for the following indicative program:

  •  RFT open date 5 February 2025
  •  Tender Briefing date 12 February 2025*
  •  RFT close date 10 March 2025
  •  RFT award date 7 May 2025
  •  Construction commencement 11 June 2025
  • Construction completion (including maintenance period) 10 January 2026

*The Tender briefing will take place at Jubilee Oval, on the 12th of February 2025 at 10:00am.
