This Tender is invited by the Issuer.
This approach to market (ATM) is for the provision of services to the Australian Centre for Evaluation (ACE) in the Department of the Treasury to: establish a comprehensive, open-access, web-based repository for evaluation documents published by Commonwealth Government entities, using an existing platform and to develop related processes and training to support content collection, curation, organisation, tagging and uploading of evaluation documents to the repository.
The repository will store, organize, and facilitate ready access to Commonwealth Government evaluation reports, supporting evidence-based decision-making across the Australian public sector.
Requirements
Establishment phase (by June 30, 2025):
- Development of an open-access, web-based repository, using an existing platform*
- features: secure hosting, user-friendly interface, mobile-responsive design, document upload, document preview, download tracking, advanced search, filtering and sorting, document versioning, metadata management, user authentication, user management, administrative dashboard and report generation.
- Taxonomy development: comprehensive taxonomy creation for the repository in line with evaluation and public policy research classifications, metadata standards, tagging protocols, classification guidelines, controlled vocabularies, and hierarchical relationship structures.
- Document collection and curation system, including training for ACE staff: strategies for identifying and collecting evaluation documents for the repository, validation and quality control processes, workflows for content updates, classifying and tagging documents to be uploaded to the repository, version control, and maintaining document currency and training of ACE staff involved in collecting, curating, tagging and uploading documents to the repository.
Compliance with Digital Experience Policy (DXP) - To ensure accessibility, usability, and a consistent digital experience across government services, proposals must ensure that the repository complies with the DXP. This includes adherence to:
- The Digital Service Standard (DSS) to ensure the repository meets user needs, is accessible, secure, and easy to navigate.
- The Accessibility requirements under the Web Content Accessibility Guidelines (WCAG) 2.1 AA, ensuring that content is available to all users, including those with disabilities.
- Design and usability principles that align with best practices for government digital platforms, supporting intuitive content discovery and efficient search functionality.
- Government content and information management standards, ensuring proper tagging, metadata application, and structured content organisation for improved findability and consistency.
*Sellers must indicate which existing platform will be used in their response to this RFQ.
Ongoing services phase (from July 1, 2025 to June 30, 2026)
- Platform hosting and maintenance: regular system updates, security patches, technical support, backup and disaster recovery, performance monitoring, content updates and regular reporting.
The ACE anticipates that the total cost for proposals in response to this approach to market (ATM) should be less than $70,000 (including GST) for the establishment phase.
