The Council of the City of Sydney ("the City") invites Requests for Tender for the purposes of completing and supporting the supply of a password management environment and services for the Password Manager Solution Project in accordance with this request.

The City of Sydney staff utilise over 211 different applications, web forms and tools to conduct their day-to-day tasks.

Many of the applications within the City are mandated for SSO (network password), but one-third of these applications accessed require the users to create and manage unique usernames and passwords, which becomes increasingly difficult due to password complexity requirements, hence leading to poor password management practices.

The City aims to address the password management recommendations of the Australian Cyber Security Centre (ACSC). This project's main objective is to implement a password manager tool for City staff to ensure they create and manage complex and different passwords for all accounts to minimise the risk of security breaches.

This project is seeking to provide an enterprise grade password manager tool where users can:

Create and modify an unlimited number of unique and complex passwords via a single system

Share generic systems and service account passwords between their teams securely

Manage corporate and personal passwords separately.
