Tender Description

This Tender is invited by the Issuer.

Geospatial RF Analysis Tool

  1. The Australian Federal Police (AFP) undertakes Counter Remotely Piloted Aircraft Systems (C-RPAS) operations on behalf of the Commonwealth in Australia. Radiofrequency spectrum disruption is an important tool for such operations. As regulated, the AFP must be able to demonstrate ‘due diligence’ in assessing the impacts of these disruptions on existing Radio Frequency (RF) infrastructure.
  2. The AFP would like to be able to accurately model the potential effects of a new signal into the environment and accurately assess the impacts of RF-disrupting equipment and provide potential alternative targeting splays along with noise floor analyses for detection equipment.
  3. Demonstrating due diligence requires an ability to produce high-quality, detailed reports and data extracts of impact assessments. These reports would specifically need to account for the assumptions made, the nature of the propagation models used, and the provenance of the data sets involved.
  4. There is no current capability in the market that is customizable to our equipment and needs that is able to produce immediate visual ques on signal propagation over a map interface with easily producible statistical reports.
  5. The initial software tool should provide an intuitive (PC based) user interface in the first instance with a view to continue development over time to include an app based field operations model. The system would need to have user defined map overlays including but not limited to major infrastructure sites, vulnerable points of interest, threat areas, technical black spots and locations of a sensitive nature.
  6. The system should be readily customizable with inherent security overlays and IP remaining with the AFP to ensure data security.
  7. It must have the ability to model an operational scenario, visualise the signal propagation across the area of effect, and generate detailed reports.
