Tender Description

Temora Shire Council is seeking tenders from suitably resourced and qualified Contractors to supply invasive species overseeing, management and control services to the Riverina Eastern Noxious Weeds Authority (RENWA) comprising the Councils of Coolamon, Junee and Temora.

The Riverina Eastern Noxious Weeds Authority (RENWA) is a cooperative arrangement established to facilitate efficient and cost-effective weed management across the local government areas of Temora, Junee, and Coolamon. RENWA aims to prevent, manage, and eliminate invasive weed species in compliance with the NSW Biosecurity Act 2015, ensuring the economic, environmental, and social sustainability of the region.

RENWA invites submissions from suitably qualified contractors to provide invasive weed management services across the local government areas of Temora, Junee, and Coolamon. The objective is to ensure compliance with the NSW Biosecurity Act 2015 and support the effective implementation of the councils' individual weed action plans.

Scope of Work

The contracted services will include but are not limited to:

1. Inspections and Compliance

     o Conduct regular property inspections and identify infestations of invasive weed species as per council weed action plans and the NSW Biosecurity Act 2015.

     o Provide compliance documentation and liaise with landholders on mitigation actions.

     o Inspections and compliance work to be split evenly among council areas.

2. Control Measures:

     o Implement mechanical, biological, and chemical weed control techniques aligned with local and regional management plans.

     o Develop strategies to address herbicide resistance and spray drift prevention.

3. Education and Community Engagement

     o Conduct educational sessions and provide guidance to landowners on their biosecurity duties.

     o Develop communication materials tailored to council and landholder needs.

4. Reporting and Recordkeeping:

     o Maintain comprehensive records of inspections, control measures, and compliance outcomes.

     o Submit reports compliant with state and regional funding requirements.

     o Report to each council monthly on works completed, not limited to; inspections, infestations of significance identified, spraying works planned or completed.

5. Coordination with RENWA and Participating Councils:

    o Collaborate on shared policies for addressing non-compliance and enforcing biosecurity duties.

     o Attendance to all quarterly RENWA meetings.

6. Audit Schedule

     o Councils can audit and inspect work at any time to ensure that all targets and requirements of the tender are met.

Contract Details

Duration: Five (5) years with an optional extension of up to five (5) years.

Funding Conditions: Continuation of the contract is contingent upon the availability of state government funding. RENWA reserves the right to amend or terminate the contract with 60 days’ written notice should funding cease or diminish.
