Tender Description
The Hills Shire Council is currently seeking appropriately qualified and experienced respondents for the provision of services outlined in the specifications.
The Hills Shire Council wishes to engage the service of a suitably qualified and experienced Contractor to undertake pipe relining and renewal works located at Katrina Place, Baulkham Hills and Westmore Drive, West Pennant Hills. Under the Stormwater Drainage Renewal Program, Council aims to extend the service life of its stormwater assets in these areas which have been identified to have poor structural support and low serviceability levels.
Scope of Works
The work as covered by this contract includes, but not limited to the following items listed on the following page:
1. Each numbered item in the Scope of Work represents a Work Item. The Contractor is required to price each Work Item in the section(s) to come up with the Total Quotation. All the amounts are exclusive of GST. This document is part of the Responses Schedules which is to be completed and submitted as a formal quotation.
It will not be a compliant quotation if some Section(s) or Works Items are not priced. Council may choose which Work items are to be carried out within the allocated budget regardless of whether the Work Items are marked as ‘Optional’.
2. The Contractor shall confirm all dimensions and levels on site.
3. The Contractor shall arrange for and coordinate all necessary trades and SubContractors to complete the Scope of Work to ensure that the project can be carried out with the highest workmanship, safety and within the proposed time frame.
In the preparation of the site-specific Methodology Statement and Programme of Work, the following matters shall be addressed.
a. All works to be completed and invoiced no later than June 2025
b. Ensure that the program demonstrates coordination of trades, consultants and any other relevant stakeholder for the project.
c. Reference should be made to consultants reports and documents where applicable.
d. Loud construction works including drilling and other noise offensive works are to be coordinated and scheduled in advance with The Hills Shire Council Project Officer to ensure that other tenants are made aware during these activities.
e. The works shall be carried out within the following hours unless notified otherwise:
i. 7am – 5pm Monday to Friday
ii. 8am – 5pm Saturdays
iii. No work on Sundays or Public Holidays (unless approved by THSC)
4. The Contractor is to submit with their tender a program / schedule indicating critical dates, milestones and witness/hold points. In the program, schedule works so that all work preventing the use and operation of the building are prioritised. The Contractor should also demonstrate the lead times on materials where applicable. Submissions may be deemed as non-compliant if this is not addressed in the submission.
5. The Contractor’s programme and methodology statement are to propose their own strategy to undertake the project and how works can be undertaken without disrupting daily operations.
6. Any variations raised throughout the construction period is subject to review and approved from The Hills Shire Council Project Officer prior to commencement of work.
7. All waste material and debris generated during construction should be disposed in their waste bins accordingly and must be covered during the entire project lifecycle.
8. Contractor to allow for any other work that has not been nominated to be undertaken which is associated with the scope of works and project brief.
9. Contractor to allow for all necessary preliminaries on the project to be undertaken in a safe manner and ensure appropriate provisions are in place to limit access in construction areas from unauthorised personnel. Contractor is to ensure adequate signage and fencing are in place for user groups and public to direct them away from the construction zones. Details should be submitted within the methodology statement for review from The Hills Shire Council Project Officer.
10. Contractor to ensure all works are in accordance with relevant standards and legislation. All works are to be carried out with required workmanship to ensure functionality, compliance and safety.
11. Contractor to provide notification to The Hills Shire Council with inspections and significant hold and witness points 24 hours prior to works commencing. This is to ensure that the final product/(s) is performing as per design and manufacturers requirement.

13. Any works that cannot be determined from the report, plans or scope should be clarified directly with The Hills Shire Council prior to works commencing on site.
14. Contractor is to ensure that the structure is adequately designed and suitable for construction of a minimum lifespan of 25 years.
15. Contractor is responsible to provide design certification for the structural adequacy of the product.
Construction Works
1. Pipe Relining/Restoration Works – Westmore Drive, West Pennant Hills
• Pre and post CCTV inspections of existing 450mm diameter stormwater pipes. This will include all required jetting, removal of debris from the stormwater pipe to enable relining.
• Install ~115m of UV lining to a 450mm diameter pipe, including the preparation of internal surface of pipe for lining works.
• Allowance of grinding in areas of radial displacement where it’s exceeded by more than >10mm.
• Allowance to be made for additional dig ups for up to 1.5m deep. Contractor to provide rates for different material such as rock, road pavement and vegetated areas.
• Allowance of hydro excavation to undertake potholing investigations and other utility service assessments.
• Allowance of grinding in areas where underground house outlets are located and need to be connected to the system.
• Allowance for reinstating existing road pavement due to potholing or excavation works [Subgrade to be DGB20 and Top Course 70mm AC14 as per Council Standard Details SD40].
2. Pipe Relining/Restoration Works – Katrina Place, Baulkham Hills
• Pre and post CCTV inspection of existing 375mm and 450mm diameter stormwater pipes. This will include all required jetting, removal of debris from the stormwater pipe to enable relining.
• Install ~115m of UV lining to a 375mm and 450mm diameter pipe, including the preparation of internal surface of pipe for lining works.
• At CH18.88 to CH21.15, upon review of the CCTV inspection pre-construction, if the condition of the concrete pipe is deemed not structurally stable, this section should be replaced with a Class 1 Concrete Pipe or equivalent product to suit existing stormwater system.
• Reinstatement of existing road pavement upon sealing any potholes or excavation. [Subgrade to be DGB20 and Top Course 50mm AC14 as per Council Standard Details SD40].
• Allowance of grinding in areas of radial displacement where it’s exceeded by more than >10mm.
• Allowance to be made for additional dig ups for up to 1.5m deep. Contractor to provide rates for different material such as rock, road pavement and vegetated areas.
• Allowance of hydro excavation to undertake potholing investigations and other utility service assessments.

Note: Contractors to RSVP to quotationbox@thehills.nsw.gov.au for the pre-tender meeting by Friday 28th February at 2:00pm. Pre-tender meeting will commence on the Tuesday 04th March 2025 at 9:30am and will approximately take 30mins-1hour to allow for questions and inspection. There are two sites for inspection, the first site we will meet is at 3 Katrina Place, Baulkham Hills NSW 2153, then 2 Westmore Drive, West Pennant Hills NSW 2125. Please allow 15mins travel time between sites.
